VMs are stuck in REQUESTED state during creation when selecting a VM flavor that is not available in its cluster

Issue: VMs stay in REQUESTED state for a long time.

Workaround:

• When using our API, please delete the VM and ensure requesting it in the right location. Utilizing our front-end prevents this issue, as the right cluster is automatically selected.
